- Instruct all pilots to maintain 2,000 ft and to expect filed cruise altitude (if higher) ten minutes after departure.
- Assign departure frequencies per the table above based on M03 TRACON configuration.
- Control ground traffic on all movement areas except active runways. All ramp space south/southeast of Taxiway A is a non-movement area.
- Ensure departing aircraft have been issued the current altimeter setting.
Local Control
Section titled “Local Control”Local Airspace:
- 5 nm radius of NQA, SFC–2,800 MSL.
- ⚠ NQA underlies MEM Class B Airspace.
- ⚠ MEM Class B outer shelf begins at 3,000 ft.
- ⚠ MEM Class B 1,800 ft shelf begins 5 nm south of NQA.
- Takeoff/landing clearance does not constitute Class B airspace clearance.
Local Procedures:
- Departure releases are required per aircraft, unless M03 TRACON permits blanket releases.
- IFR departures require a release from M03 TRACON. Automatic releases do not remove the necessity for rolling calls.
Departure Heading (IFR):
- Runway 04: fly runway heading, unless M03 requests a different heading.
- Runway 22: assign heading 060 or 140, depending on direction of flight.
- It is good practice to advise departing VFR aircraft: “Remain clear of Memphis Class B Airspace.”
- Example: “Cessna 182TN, right downwind departure approved, remain clear of Memphis Class B airspace, runway 22, cleared for takeoff.”
Runway Use:
- Runway flow shall be dependent primarily on MEM flow:
- MEM landing north → NQA landing 04
- MEM landing south → NQA landing 22
- When not dependent on MEM: primary landing runway is 22, primary departing runway is 04.

- Unless otherwise coordinated, assign runway heading and 3,000 ft to aircraft requesting practice approaches with TRACON.
- VFR departures must be assigned at or below 2,500 ft.
Local Control
Section titled “Local Control”Delegated Airspace:
- Tower is delegated the airspace within a 5 nm radius from the center of the airfield, 2,500 ft and below.
- Departure corridor extends from the center of the airfield in the direction of the ATIS advertised departure runway:
- Straight out to 5 nm, 5,000 ft and below.
- Heading bounds: 34R/L → 300°–010° / 16L/R → 120°–190°
- Final airspace: 4 nm west of West runway extended centerline and 4 nm east of East runway extended centerline, beginning at the tower boundary and extending 15 nm.
Local Procedures:
- All IFR departures shall be assigned headings within the departure corridor corresponding with their first assigned fix.
- VFR departures: after all conflicts resolved, assign aircraft on course. If unable, assign the nearest appropriate heading. Do not assign a heading within 30° of the reciprocal of the final approach course for the ATIS advertised runway.
- TRACON will set the approach sequence. Tower is responsible for determining the landing sequence.
- VFR arrivals: LC assumes control upon transfer of communications. LC is responsible for issuing pattern entry and the sequence of VFR arrivals into JAN.
- Go-around / unplanned missed approach: notify the receiving radar controller and assign runway heading and 3,000 ft, unless otherwise coordinated.
