ZME–LIT Letter of Agreement


Memphis ARTCC (ZME) delegates to Little Rock ATC Tower (ATCT) authority and responsibility for control of IFR aircraft operations within the terminal area depicted on Attachment 1. Each facility is responsible for internal coordination. Tower shall ensure at least 5 NM separation (constant or increasing) on all aircraft entering Center airspace at the same altitude.


  1. Tower shall have control, in the transferring controller’s airspace, for a turn of up to 90°, for descent, and for speed adjustment. Tower shall coordinate with any other Center sector affected.
  2. ARTCC shall instruct all aircraft at or above 10,000 ft to cross the LIT VORTAC or LIT Airport 35 DME fix at 10,000 ft. All others shall be cleared as described in items 3 and 4.
  3. ARTCC shall instruct all other aircraft direct destination, descending to an altitude appropriate for direction of flight, not lower than 4,000 ft.
  4. Center shall assign 6,000 ft to arrivals to PBF.

  1. Tower shall advise all aircraft to expect requested altitude 10 minutes after departure.
  2. Center shall have control of all departures for a turn of up to 90°.
  3. Tower shall clear all aircraft (except SRC/PBF, see item 4) requesting 15,000 ft or above to 15,000 ft or requested altitude if lower, cleared via filed route.
  4. Satellite airports are all airports other than LIT or LFT.
    • SRC and PBF departures shall exit ATCT airspace via filed route, climbing to requested altitude or the top of the associated airspace shelf (5,000 ft), whichever is lower.
    • All other satellite airport departures shall maintain 15,000 ft or requested altitude, whichever is lower.

  • Calm wind runways: 18, 22L, and 22R.
    • Runway 18 is for GA traffic only in calm wind configuration.
    • Runways 22L/22R may both be used for departures and arrivals; 22R is used for larger/heavier aircraft and arrivals.
