General Procedures
Section titled “General Procedures”- Departures: Tower must provide a rolling report for all IFR departures to the radar controller above them, unless coordinated otherwise.
- Arrivals: Radar must instruct VFR arrivals to contact the appropriate Tower. Towers must sequence VFR arrivals and pattern traffic with IFR traffic.
Area Procedures
Section titled “Area Procedures”- Departure procedures in the FYV area are radar vector procedures — not usable below radar coverage.
- For departure separation, assign parallel or diverging headings.
Airports requiring special handling (within 10 NM of each other):

- Airports must be separated by at least 10 miles for visual approaches to different airports; radar separation required until issuing visual approach clearance.
- At any uncontrolled airport: clear departures to a specific fix and altitude to maintain RADAR/non-radar separation.
- Once aircraft are established on instrument approaches at or below the initial approach altitude, they are no longer in radar coverage — apply non-radar procedures.
- Protect missed approach procedures once aircraft are established on final.
- Before clearing a second aircraft for an approach at a different airport, ensure approaches and missed approach procedures do not conflict.
- Any IFR/SVFR departure must be assigned a heading to ensure separation from approach/missed approach procedures in use.
- Once aircraft are established on instrument approaches at or below initial approach altitude: no longer in radar coverage — apply non-radar procedures.
- IFR approaches to JSV, 7M5, and RKR may interfere with FSM approaches (depending on runway and approach type).
- Apply radar separation until aircraft are established on final and clear of conflicting flight paths.
- Before clearing a second aircraft for an approach at a different airport, ensure approaches and missed approach procedures do not conflict.
- Any IFR/SVFR departure must be assigned a heading to ensure separation from approach/missed approach procedures in use.
