ZME–TPC Letter of Agreement
Overview
Section titled “Overview”This agreement establishes coordination procedures between Memphis ARTCC (ZME) and The Pilot Club (TPC) for training flight operations conducted within ZME airspace.
Practice Area
Section titled “Practice Area”The Pilot Club practice area is located east and southeast of the HLI (Holly Springs) VORTAC.
- Frequency: 123.175 MHz
- Maximum altitude: At or below 9,000 ft
- Aircraft must contact ATC prior to entering Class B airspace.

Routing
Section titled “Routing”Suggested routing from the Frisco Rail Yard (departure area) is via Highway 78 / I-22 toward the practice area.
Callsigns
Section titled “Callsigns”| Callsign | Description |
|---|---|
| TPC20X | Flight with instructor on board |
| TPC10X | Solo student flight |
(Where X represents the individual aircraft identifier)
Training Types
Section titled “Training Types”This agreement covers the following training operations:
- Private Pilot License (PPL)
- Instrument Rating (IR)
- Commercial Multi-Engine Land (CMEL)
Controller Responsibilities
Section titled “Controller Responsibilities”- Controllers shall accommodate TPC training flights without undue delay, consistent with other traffic.
- TPC aircraft shall receive no priority over IFR or VFR traffic.
- Controllers experiencing issues with TPC operations shall use the designated feedback form to report concerns.
Pilot Responsibilities
Section titled “Pilot Responsibilities”- TPC pilots shall remain clear of Class B airspace unless prior coordination with ATC has been completed.
- Pilots shall monitor the designated frequency (123.175 MHz) during practice area operations.
- Pilots shall comply with all ATC instructions and file flight plans as appropriate.
