ZME–JAN Letter of Agreement
Responsibilities
Section titled “Responsibilities”Memphis ARTCC (ZME) delegates to Jackson ATC Tower (ATCT) authority and responsibility for control of IFR aircraft operations within the terminal area depicted on Attachment 1.
Arrivals
Section titled “Arrivals”- ARTCC shall clear turbojet arrivals operating at 11,000 ft or above to the destination airport, descending to 11,000 ft. Turbojets at 10,000 ft and below shall be assigned 6,000 ft.
- ARTCC shall clear all other arrivals operating above 6,000 ft to the destination airport, descending to 6,000 ft. Arrivals at 5,000 ft or below shall be level at an altitude correct for direction of flight prior to initiating a handoff.
- When the Meridian 1 or 2 MOA is active, ARTCC shall clear arrivals operating at 8,000 ft or above within the confines of the MOA to 8,000 ft.
- ARTCC shall transfer control of all arrivals for descent, speed reduction, and 30° turns after a radar handoff and communications transfer have been completed.
- ATCT shall not reverse course, hold, or climb an arrival without ARTCC approval.
Departures
Section titled “Departures”- ATCT shall clear aircraft requesting 11,000 ft or above to maintain 10,000 ft and to expect requested altitude 10 minutes after departure.
- ATCT shall clear aircraft requesting 10,000 ft or below at requested altitude.
- ATCT shall provide a minimum of 5 NM separation (constant or increasing) between departures and/or enroute aircraft entering ARTCC airspace at the same altitude.
- ATCT shall clear aircraft departing the Jackson terminal area landing in the Dallas/Fort Worth terminal area direct to the Monroe, Louisiana (MLU) VORTAC as filed.
- ATCT shall transfer control of all departures for 30° turns after a radar handoff and communications transfer have been completed.
Overflights
Section titled “Overflights”Overflights shall be cleared via the route/altitude as filed, or as coordinated.
Miscellaneous
Section titled “Miscellaneous”- When assuming or terminating approach control service, the ARTCC and ATCT shall verbally coordinate and exchange traffic information.
- Whenever ATCT is closed or otherwise unable to provide approach control service, ARTCC shall assume responsibility for approach control service within the delegated airspace.
- Deviations from this agreement may only be made after coordination that completely defines responsibility.
- The receiving controller accepting an interfacility radar handoff, point-out, or APREQ is responsible for all intrafacility coordination.
